ECGFF – EMSA Workshop ‘Maritime traffic monitoring and surveillance services for multipurpose activities

The workshop on maritime traffic monitoring and surveillance services organized by EMSA (European Maritime Safety Agency), the European Coast Guard Functions Forum (ECGFF) Chairman Italy, and the European Commission brought the following Belgian delegation to Lisbon: Jeroen Van Overloop and Stefanie Monsaert from DG Shipping, Tina Mertens and Yves Maekelberg from Maritime Services and Coast (MDK), Geert Devogel from the Fisheries Department (DZV), and Eefje Deweer from the Coast Guard Secretariat.

The workshop on maritime traffic monitoring and surveillance services organized by EMSA, ECGFF Chairman Italy, and the European Commission brought together experts and representatives from various European and regional cooperation frameworks to discuss the challenges and solutions in maritime safety and security. Yves Maekelberg from Maritime Services and Coast (MDK) participated in the panel and spoke about the Multipurpose Maritime Operation (MMO) exercise set up in 2024 together with France and EMSA, which will continue in 2025.

The need for enhanced cooperation and early warning systems to address threats such as the shadow fleet and attacks on submarine cables was repeatedly emphasized. Part of the solution lies in the early detection of threats and shortening response times by using drones, ROVs, and EO services. The growing role of underwater services for multifunctional missions, such as accident investigations and strengthening port facilities, was explored in depth. Jeroen Van Overloop, representative from DG Shipping, asked targeted questions to the panel.

During the panel discussions, the importance of cross-sector and cross-border cooperation was highlighted to enhance maritime safety, security, and sustainability. Building trust relationships is considered essential for collaborating on major incidents.

Tina Mertens from MDK announced the launch of the new toolbox on diversity and inclusion, which now also includes the 'Olivia' project. Together with the Italian representative from the Women’s International Shipping and Trading Association (WISTA), she emphasized the role of women in the maritime sector.

The workshop provided a valuable platform for sharing knowledge, strengthening partnerships, and exchanging ideas on how to further improve maritime safety and security.
